The U.S. Environmental Protection Agency (EPA) says it will take
additional time to review and respond to the comments received on the Energy
Star for Windows, Doors and Skylights Version 6.0 Draft 2 specification and
revised skylight criteria. While it has not issued a timeline, Program Manager
for Energy Star for Windows, Doors, and Skylights, Doug Anderson, says the EPA
hopes to have one prior to the National Fenestration Rating Council’s (NFRC)
meeting, which takes place in St. Petersburg, Florida, April 8-10.

The National
Fenestration Rating Council’s (NFRC) has seated its new Verification Policy
Committee as appointed by the NFRC Board of Directors.
The committee’s
duties include issuing policy interpretations related to the Independent
Verification Program (IVP) and ruling on appeals related to IVP actions, and
recommended modifications to the IVP.

The Window and Door Manufacturers Association (WDMA) has asked the U.S.
Environmental Protection Agency (EPA) to address industry concerns regarding
the criteria for skylights and other fenestration products as well as the
general direction of the ENERGY STAR © program. WDMA believes the
revised criteria for skylights is more reasonable for most of the country but still
sees the need for further improvements. Details

A recent survey by the U.S. Energy Information Administration says homes
built after the year 2000 use about the same amount of energy as those built
before the year 2000 despite being an average of 30 percent larger, and
stricter building energy codes are part of the reason. Details

A new online article is
reporting that energy use per home in the US has fallen consistently in recent
years, and one of the reasons is more widespread use of energy efficient
windows.
In fact, an
infographic that accompanies the report says 36 percent of housing units
had energy efficient, multi-pane windows in 1993, and that percentage grew to
58 during 2009. Details

A report published in
December 2012 says applications for smart glass are growing and predicts the
market will reach $3.83 billion by 2017.
This represents a compound
annual growth rate of 20.3 percent from 2012.
The report attributes the
commercialization of smart glass technologies such as Electrochromic (EC) and
Suspended Particle Display (SPD) to the increasing rate of adoption. Such
technologies can be used in residential and commercial construction.
Installing smart
glass is widely viewed as a means of making buildings "greener” and helping
achieve net-zero energy goals. According to the report, current emphasis on
green building and improved sustainability are also factors driving the market
for smart glass.

The National Fenestration Rating
Council (NFRC) is the leading expert in the certification and testing for
windows, doors, and skylights and is recognized by the Environmental Protection
Agency (EPA) as a Certification Body (CB) for the ENERGY STAR®program.
To ensure that ENERGY STAR products continue to perform in the marketplace as
originally designed and certified, EPA requires that all products bearing the
ENERGY STAR logo be made available for independent verification testing. As a
CB, NFRC is implementing an Independent Verification Program (IVP), scheduled
for Spring 2013, to verify the performance ratings of ENERGY STAR qualified
products.
NFRC is aware that this program will
affect its participants. Therefore, NFRC is distributing a draft of the NFRC
713-2013 IVP for final comment. The comment period will last two weeks ending
on Friday, February 15, 2013. Participants can download the NFRC 713 draft from the NFRC website. Submit comments here.
To assist participants, NFRC
developed a high level flowchart providing the process of an IVP verification
test and revised the previously distributed Frequently Asked Questions.
The flowchart and FAQare also available for download from the NFRC website.
NFRC has developed a two-step
enrollment process in order for ENERGY STAR Partners to participant in the IVP.
This two-step process includes the opportunity for ENERGY STAR Partners to fill
out an agreement form to participate in the IVP and to identify their ENERGY
STAR qualified product lines for 2013.
Step one is to submit an IVP
Participation form notifying NFRC of your decision to participate in the IVP
for 2013. An online form will be available on the NFRC website along with a PDF and Word version for your convenience when
enrollment for the IVP commences. The enrollment PDF and Word forms may be
returned here
or by fax at 301-220-3129, Attn: IVP Enrollment.
Step two in the enrollment process
is for Partners to identify their ENERGY STAR qualified product lines.
The ENERGY STAR Product Line Identification Tool is a website that has been created to
allow Partners to submit their ENERGY STAR qualified product lines for IVP
selection. The online tool to designate your product lines is available now for
your use and a manual is also available to download. Per the NFRC 704, the
number of product lines designated also determines the number of product lines
invoiced for IVP fees in 2013. The deadline to identify your ENERGY STAR
qualified product lines is March 31, 2013.
Upon your completion of the
enrollment process, NFRC will invoice participants their IVP fees for 2013 in
accordance with NFRC 704-2013 E0A1 at a pro-rated fee. All product line fees will be
based upon the identified ENERGY STAR qualified product lines during the
enrollment process.
NFRC anticipates implementation of
the IVP for May 2013.

Ray McGowan and Tom Herron of the National Fenestration Rating Council
(NFRC) will represent the organization during the MiaGreen Expo and Conference, which will be
held in Hall A of the Miami Beach Convention Center on January 31 and February
1.
NFRC will be exhibiting in booth #705 and will also conduct a half-day
educational presentation entitled, "Sustainable Fenestration Design and Performance"
beginning at 10:30 a.m. on January 31.
If you are attending the show, be sure to visit NFRC's booth for answers to all
your questions about certifying the energy performance of windows, doors, and
skylights.

The National Fenestration
Rating Council (NFRC) announces the publication of two new technical
interpretations.
The first, known as TI-2012-04, explains how to simulate a sliding glass door
with a single, horizontal mid-rail. The second, known as TI-2012-05, explains
how to model a four-panel center-parting door system as a two-panel door with
one fully modeled panel/frame section and one center-lined modeled
panel-to-panel section to serve as the opposite door jamb.
