An online report says India can save $42 billion
every year by reducing energy waste in buildings. The country already has a
voluntary energy conservation building code, and several state governments plan
to make these building energy standards mandatory for new commercial
construction in the next two years.

The state of Washington has the
highest compliance with residential building energy codes in the nation,
according to the state Department of Commerce and the Northwest Energy
Efficiency Alliance.
The energy code adopted by the state
in 2009 is one of the most rigorous in the nation. The survey showed that 97
percent of the homes being built today comply with the code.
In other states, compliance rates
range from 40 percent to 90 percent.

The National Fenestration Rating Council’s (NFRC) Senior
Manager, Communications and Marketing, Tom Herron, appeared WBAL News in
Baltimore, MD on Sunday, April 14 and on WHAG News in Hagerstown, MD on April 19 to educate
consumers about the energy performance values found on the organization’s
third-party certification label.
During the segment, Herron explained that NFRC is a nonprofit organization that
empowers consumers who are in the market for energy efficient windows, doors,
and skylights. He pointed out that NFRC allows them to make comparisons before
making a purchase and described the role of the U-factor and the Solar Heat
Gain Coefficient (SHGC) to Mid-Atlantic viewers, noting that hot summers and
cold winters make both important factors for improving comfort and decreasing
utility bills.
"We want consumers to know they can come to us to get the unbiased, objective
information they need to make comparisons before they make a purchase,” Herron said. "Our goals
for this segment were to make our label easier to understand and to let people
know we’re here to help them when they need us.”

Fenestration industry leaders and
the Coalition for Home Energy Efficiency have launched a campaign aimed at
keeping ENERGY STAR ®-rated windows and skylights affordable for
consumers.
A petition posted at Change.org expresses concerns from certain
window manufacturers regarding the costs involved to upgrade their products to
meet the criteria set forth in Version 6 for ENERGY STAR windows. The changes
are slated to take effect in early 2014.
Their specific opposition to meeting
the criteria is that windows and skylights would become prohibitively
expensive, preventing consumers from realizing a timely return on their
investment. Some manufacturers have said the only way to meet the new criteria
is through triple-pane windows and the use of expensive technologies. Others say
the new criteria makes choosing energy efficient windows and skylights more
complicated for consumers.

During
this morning’s open board meeting, Research and Technology Committee Chair, Dave
DeBlock, encouraged the Board of Directors and the entire membership to develop
research topics to improve the National Fenestration Rating Council’s (NFRC)
ratings programs.
"It’s important for us to continue research and to apply our knowledge as we
move forward,” DeBlock told the group.
NFRC’s CEO, Jim Benney, addressed DeBlock’s concern, saying the board will be considering
a proposal later today to create a research development fund. In the absence of federal
funding for 2013, the proposed fund would provide an alternative that enables NFRC to acquire funding through its own initiatives.
"We recognize the importance of research remaining a central part of NFRC’s
work, Benney” said.

The
National Fenestration Rating Council’s (NFRC) Board of Directors has
approved changes to the NFRC 100 and NFRC 200, allowing certain shading
devices to be rated.
The changes apply to products that use
shading systems that are integral to the product as shipped from the
manufacturer, including dynamic attachments for swinging doors.
Also
included is dynamic glazing such as electorchromic products and certain
non-specular transmittance products such as frits, translucent
fiberglass, and etched glass. These changes, however, do not apply to aftermarket
items.
